The character who studies a Biology texbook will suddenly develop and understanding of particle physics and astronomy. The more jarring part will be learning skills. The boyscout with a merit badge in first aid will also be a capable surgeon. A grease Money small town mechanic will be able to work on the Space Shuttle. If all of the unarmed combat skills become "Fight" then your blue-collar barroom brawler and your mysterious ninja basically are the same fighter.
Yes, it's going to affect the balance of the game and you're going to lose the ability to make characters that are specialists.
